Michael Delaney is a Chartered Civil Engineer and Senior Project Manager with Black Construction Corporation, where he has led major marine and heavy civil projects on Guam since 2019. With more than 30 years of experience, he has delivered a broad range of waterfront and coastal infrastructure works, including wharf and jetty upgrades, bulkheads, dolphin structures, deep foundations, ground improvement, wastewater facilities, and dredging programs. His career spans the U.S., Australia, the Caribbean, and the U.K., with extensive experience in both design‑build and design‑bid‑build delivery for port, naval, and industrial waterfront development.
