Jesse John Leon Guerrero Alig serves as the Republican Mayor of the Municipality of Piti, Guam, and is a recognized leader in municipal government, community development, cultural preservation and public service. First elected Mayor in 2016 and sworn into office in January 2017, he is currently serving his third consecutive term, which commenced in January 2025.

In addition to his duties as Mayor, he has served as the elected President of the Mayors’ Council of Guam (MCOG) for three consecutive terms, beginning in January 2021. As President, he represents Guam’s nineteen village governments and advocates for municipal empowerment, improved public services and stronger collaboration among local and federal agencies. Prior to his election as President, he served as the elected Treasurer of the Mayors’ Council of Guam from January 2017 to January 2021, beginning with his first term as Mayor. His progression from Treasurer to President reflects the confidence and trust placed in his leadership by his fellow mayors throughout Guam.

As Mayor, he has focused on infrastructure improvements, quality-of-life initiatives and community engagement. Under his administration, the Municipality of Piti has completed several significant projects, including the relocation and construction of a modern multipurpose Basketball and Pickleball Court, extensive renovations to the Piti Mayor’s Office and Annex, and the development of the scenic Route 6 Corridor, enhancing both recreational opportunities and the village’s visual appeal.

A strong advocate for youth development and community involvement, Mayor Alig has established and supported numerous programs and initiatives, including the Afterschool Homework Assistance and Mentoring Program, the Faha Youth Football Foundation, the Guam Power Authority Vegetation Management Program, Movies in the Park, Neighborhood Watch Program, Piti Pirates Youth Baseball, Ridge-to-Reef Youth Program, the Rotaract Club in partnership with Jose Rios Middle School, the Santa Cruz Fiesta at Atantåno’, senior citizen programs, the Sister Village–Sister Squadron/Sister Command Program, summer youth employment programs, youth basketball tournaments and the Youth Empowerment Program.

Among his signature accomplishments is the creation of I Rikesan i Tasi (The Riches of the Sea), Piti’s annual sea festival dedicated to preserving and promoting traditional Chamorro seafaring and fishing practices. The festival brings together cultural practitioners, fishermen, educators, students, residents, and visitors through hands-on demonstrations, traditional canoe activities, educational workshops, and marine excursions. Through this initiative, Mayor Alig has strengthened public awareness of Guam’s maritime heritage while educating the community about the importance of marine conservation, coral reef ecosystems, and the stewardship of Guam’s ocean resources for future generations.

These efforts have strengthened community bonds, celebrated Guam’s cultural traditions and created meaningful opportunities for residents of all ages to engage in civic, educational and recreational activities.

Beyond his municipal responsibilities, Alig serves on numerous government boards and advisory bodies, contributing his leadership and expertise to islandwide initiatives. His appointments have included the Guam Commission on Decolonization, Elder Justice Advisory Council, Guam Invasive Species Task Force, Guam System of Care Council, Guam War Claims Adjudication Committee and the USDA Feral Swine Task Force.

Deeply committed to faith-based and charitable service, he remains active in several community organizations, including the Assumption of Our Lady Parish Executive Committee, the Catholic Cemeteries Board of Directors and the Rotary Club of Northern Guam.

Prior to his election as Mayor, he served as Special Assistant to Governor Edward J.B. Calvo from 2010 to 2016. In that capacity, he managed a diverse portfolio that included community relations, the Medical Referral Program, gubernatorial protocol and operations at the Governor’s residence.

His public service career began in 1997 in the Piti Mayor’s Office, serving under former Mayor Isabel Haggard and later continuing through the administration of former Mayor Vicente Gumataotao. Collectively, he has dedicated nearly three decades to public service and local government administration.

In addition to his public service career, Alig is an entrepreneur and business leader. Since 1998, he has served as President of Alig Investment Corporation, a family-owned real estate company. In 2005, he expanded his business interests by founding Heaven Scent, a floral and event design company that has become one of Guam’s respected event and floral businesses. In 2025, Heaven Scent celebrated its 20th anniversary, marking two decades of serving the community through floral artistry, event design, and special occasion services. The company’s longevity reflects Alig’s commitment to customer service, creativity and small business development.
