Katie Miller is the Deputy Port Director of Administration for the Port of Stockton, a special district of California. In her role, she leads strategic initiatives in talent acquisition, risk management, compliance, and board consulting, while overseeing a diverse portfolio that includes human resources, information technology, emergency management, and organization-wide records and public records requests. Katie brings over three decades of experience in human resources across public, private, and non-profit sectors. Prior to joining the Port, she held progressive HR leadership roles at organizations including ConAgra Foods, Macy’s, and Insurance Company of the West. A respected voice in the maritime industry, Katie is frequently invited to present at industry-wide conferences on topics related to leadership, talent strategy and HR trends. She has served as an executive officer for the Central California Safety Council since 2013 and is an active member of several professional organizations, including the Society for Human Resource Management (SHRM) and the International Public Management Association for Human Resources (IPMA-HR).Katie holds a Bachelor of Science in Business Administration from California State University, Sacramento. She also earned a Professional Certificate in Port Management through the American Association of Port Authorities (AAPA) and holds the prestigious AAPA Professional Port Manager (PPM®) designation.
